State Approaches to Implementing Federal HIV Prevention Strategies

This commentary examines the federal government’s goal of reducing new HIV infections by 90% by 2030. The CDC has identified two policy strategies that states can employ for HIV prevention – provision of Pre-Exposure Prophylaxis medication and availability of Syringe Service/Exchange Programs. Both interventions are cost-effective and can lead to significant cost-savings for states over time, particularly as Medicaid bears the largest cost-burden for HIV care.
