Misleading Marketing of Non-ACA Health Plans Continued During COVID-19 Special Enrollment Period

This brief explores whether insurance shoppers are still being directed towards alternative coverage at a time when the Affordable Care Act coverage was broadly available and more affordable than ever because of the enhanced premium subsidies under the American Rescue Plan Act (ARPA). The results of this study underscore the well-documented need for federal and state action to protect consumers from alternative plans that lack critical consumer protections and the sales representatives and entities selling them.
