FPHS Planning Guide: Using Foundational Public Health Services to Transform Public Health

Foundational public health services (FPHS) are defined as a “minimum package of services” that must be available in health departments everywhere for the health system to work anywhere. It is based on learnings from four states that have been implementing this work, with support from the Public Health National Center for Innovations (PHNCI), over the past several years.
